LCCAA head: Investigation finds allegations 'without merit'

LORAIN -- An internal investigation by a committee of the Lorain County Community Action Agency has found anonymous allegations of numerous improprieties by agency members made last year to be unfounded.

The three-member committee spent 300 hours investigating the December allegations, which included accusations that Federal Head Start enrollment was overstated, that employees were underpaid and that former interim CEO William Locke was paid as both a consultant and as a CEO.

"The board is satisfied that the committee made as exhaustive an investigation as possible, given the anonymous submission of the allegations," board chairman Ron Nabakowski wrote in a letter to William Sullivan, Head Start manager for the U.S. Department of Health and Human Sevices. "It is the position of the board that the allegations are without merit."
