Contract OK'd: Elyria health officials to provide services to Lorain


ELYRIA — Elyria plans to partner with Lorain to share the services of Elyria’s long-time health commissioner, Kathryn C. Boylan, and its health department’s medical director, Dr. Douglas McDonald.

Under a proposed contract with Elyria, Lorain will pay $30,000 a year — $22,500 for Boylan and $7,500 for McDonald, said Honey Howard Rothschild, an assistant Elyria law director.

The details of the contract are still being finalized, but they call for Boylan to oversee the department by spending at least four hours a week at the Lorain office and to serve as secretary of the health department’s board, said Lorain’s current health commissioner, Terry Tomaszewski.

Boylan also will be on call 24 hours a day for health emergencies, and McDonald will provide advice to the health district, said Tomaszewski, who is retiring Sept. 1 after 36 years of service.

“There’s going to be substantial savings,” Tomaszewski said.

Tomaszewski earned $63,400 a year, while McDonald is replacing Dr. Craig Chapple, who earned $11,590 a year.

Boylan earns a salary of $71,098 this year from Elyria, while McDonald is paid $25,686, according to the auditor’s office.

The five-member Lorain Board of Health voted 4-1 Wednesday for the appointment of Boylan and McDonald, with Robert G. Cool Jr. voting no.
