ELYRIA — City trash rates are going up.
A final vote taken Monday led to the passage of legislation to increase rates for three years starting in 2018.
City Council members Mark Craig, I-4th Ward, and Marcus Madison, D-5th Ward, voted against the increases, calling them excessive. Councilwoman Donna Mitchell, D-6th Ward, was absent from Monday’s Council meeting. The remaining Council members voted in favor of the increases.
“We are unnecessarily burdening residents,” Craig said. “We should work on improving efficiencies and operations before raising rates for residents.”
Madison said he could not vote for the legislation because after speaking to residents many are not convinced the city has made enough financial adjustments to warrant the increases.
Craig said the increases of roughly $1 per month are based on a rate study that looks at the worst case scenario. He said based on that the first two years were unnecessary, and the third year “clearly excessive.”
The new rates are $26.50 per month for 2018, $27.42 per month for 2019 and $28.38 per month in 2020. The homestead rate would go from
$17.92 per month to $18.55 per month in 2018, $19.20 per month in 2019 and $19.87 monthly in 2020.
Council members did not vote on water and sewer rate adjustments. Legislation for both are pending.

Council voted unanimously to grant Lorain County Metro Parks an easement to build a bicycle trail in Cascade Park as one of its capital projects. The city and parks district inked a 50-year deal in 2015 that allows the parks district to handle the day-to-day park operations.
Council voted on new legislation requiring all mobile and modular homes to be billed with a master meter. The change takes effect July 1. The master meter will measure all water and sewer consumption that services the area, and the mobile home parks will be responsible for billing occupants separately. Safety Service Director Mary Siwerka said the change will save money by reducing the need to read more than 900 individual meters on private property.
