State: Eaton Township’s bookkeeping sloppy

EATON TWP. — The state’s audit of Eaton Township released Tuesday indicates that the township needs to do a better job of record-keeping.

Fourteen of the 47 nonpayroll expenditures in 2007 and five of the 31 non-payroll expenditures tested for 2007 and 2006 were not properly certified by the township’s fiscal officer to ensure there were sufficient funds to pay bills, according to the audit.

The state auditor also found that the township did not follow state bidding procedures when it received a bid from Smith Excavating and Paving for $72,900 to repair three roads.

The total contract price was split into three separate contracts, one for each road, according to the audit results. The state requires competitive bidding for contracts exceeding $45,000 for the maintenance or repair of roads.

Not following bidding procedures could lead to the township not receiving the best bid for the contract, the auditor’s office said.

There were no findings for recovery, said Steve Faulkner, a spokesman for Auditor of State Mary Taylor.

“We identified a couple of issues in the report that township officials should address,” Faulkner said. “There are a couple issues they could improve on.”

The township agreed to do a better job of certifying funds for expenditures and of bidding out road work, according to the audit.

The audit also referred to an Aug. 22 letter to the township in which the state recommended timely deposits of cash, detailed documentation of travel receipts and establishment of an audit committee, which can include members of the township board of trustees and independent individuals such as attorneys or bankers. The job of the audit committee would be to meet regularly, perhaps four times a year, to monitor financial reporting and control and to meet with auditors before and after audits, the letter stated.

If they can keep from fighting.. LOL less fighting and more attention to your work might help you out alot….
