Dog taken for a walk but never brought back

ELYRIA — Two faux fashionista dog-nappers stole a 4-year-old bluetick coonhound named Shiloh from a local kennel on Wednesday.
“We don’t know why anybody would steal a $75 dog,” said Sue Heys, assistant executive director for the Friendship APL.

She said she was outraged Thursday morning when animal workers realized Shiloh’s cage was empty. It didn’t take long to drum up a description of two oddly dressed suspects, Heys said.
APL employees remembered a man and woman dressed in flamboyant clothing who walked into the Murray Ridge Road facility between
11 a.m. and noon Wednesday.
Heys said the man was stocky and wearing a black fedora, a black button-down shirt with short sleeves and a gold design on the front, white tennis shoes with red dots on the sides. He also had a stud in his right nostril, she said.
The woman was strawberry blonde and wore jeans and a black tank top, also with a gold design splashed across the front, Heys said.
“They walked in under the auspices that they were going to adopt. They told the receptionist they didn’t have any money and asked if they could take a dog without paying,” she said.
APL workers told them nobody could adopt without paying a fee first, but they agreed to let them walk Shiloh in the parking lot in hopes they would come back the next day with cash, Heys said.
A little while later, a veterinary technician saw the man load the dog in a later-model four-door Pontiac Grand Prix and drive off. Heys said the worker thought the couple had adopted Shiloh and was excited the pooch was heading to a good home.
She said she fears the couple had an ulterior motive in visiting the kennel — possibly they wanted a dog to use for pit bull baiting.
Friendship APL is offering a small, non-monetary reward for any tip leading to Shiloh’s safe return. The dog is tan with very distinctive ticking marks (like a spotted flecking).

They are shocked because some one that asked if they could take the dog without paying the fee would steal the dog? why would they let them take the dog for a walk in the first place? I hope they are wrong in there assessment of why the dog was taken, but they are probably right. Who ever let the dog go with them in the first place should be, at least, repromanded.
